General Policy 2
GP2 permits development in accordance with land-use zoning and Area Plan if it respects site/surroundings in siting/layout/scale/design, does not adversely affect townscape character, amenity, road safety/traffic flows, or community safety. Officer assessed the town centre car park site (per Ramsey Local Plan 1998 mixed use zoning), finding equipment has limited visual impact commensurate with car park use, no highway prejudice, and emergency access safeguards site surroundings, amenity, safety and character.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Emergency vehicle access
No development shall commence until details of the arrangements for emergency vehicles to access and exit the car park in the case of an emergency have been submitted to and approved in writing by the Planning Authority. The development shall not be carried out unless in accordance with the approved details.
no objection in planning terms, but remind applicant of Island Data Protection Laws for number plate recognition cameras
no objection
Isle of Man Fire and Rescue Service raised conditional no objection pending barrier access solutions and no reduction in access size; Manx Electricity Authority noted underground cables requiring contact and safety measures; Ramsey Town Commissioners had no objection but reminded of data protection compliance.
Key concern: Fire service access override mechanism required instead of driving through barrier
