General Policy 2
Permits zoned development if it respects site/surroundings in siting/layout/scale/design/landscaping, does not adversely affect landscape character, amenity, highways, ecology or public views. Officer found proposal acceptable as sited at lowest point amid existing structures, visual impact mitigated by mound/planting, no odour/highway/ecology issues, uses existing services/topography.
Waste Policy 1
Permits waste facilities if need demonstrated, no unacceptable impacts on amenity/visual/traffic/ecology/landscape/heritage, acceptable access/highway safety. Officer confirmed acknowledged need (replace end-of-life dryer, future capacity to 2033), no adverse impacts via odour controls/traffic assessment/DEFA confirmation, disposal to EfW or land compliant.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Landscaping scheme
Notwithstanding the approved drawings, the landscaping details must include the creation of a Manx sod hedge alongside the public footpath, constructed in accordance with Planning Circular 1/92. The trees to be planted alongside the new Manx bank must be of the following species: fastigate hornbeam (Carpinus betulus Fastigiata), whitebeam (Lutescens Sorbus aria Lutescens) and Broadleaved cockspur thorn (Crataegus x prunifolia) and hawthorn (Crataegus monogyna) and planted as shown in the approved drawings.

No CommentThe application will effectively result in the production of a refuse/waste derived fuel (RDF) or Biosolid fuel for the incinerator. It isn't clear where this proposal fits into the waste strategy?; The addition of an RDF/biosolid will impact on the available capacity for waste at the EfW. The application needs to explain all this.; Does the ES provide an energy balance calculation showing the energy needed to produce dried biosolid from sludge versus the calorific value of the biosolid on burning at the EfW?

No CommentI feel this tree may become too large on this site and become difficult to manage near buildings.; Not generally recommended for hedges, screens or shelter belts. Normally seen as a large spreading parkland tree.; Hawthorn (Crataegus monogyna). Deciduous. A good choice in my opinion.
