The site of Vine Villa is located at the North-East corner of Derby Square. The frontage faces West towards Derby Square and is on the link section between Derby Square and Derby Road. The rear is bounded by Derby Square Lane from which vehicular access is taken to the properties on this side of Derby Square. Across the lane is the Villa Marina Gardens, bounded by a stone wall, over which the properties on this side of Derby Square enjoy a view to Douglas Bay and the sea beyond. On the Southern side of the site is a terrace of existing town houses of 3 storey to parapet form with pitched roofs above, most of which in the terrace, including the immediately adjacent properties, have been developed in one form or another to provide a fourth level of accommodation. On the Northern side of the site is a single storey former garage, now a kitchen showroom, property on which there is a current planning approval for redevelopment with a pair of semi-detached town houses of 3 storeys and a developed roof space to give a fourth floor of accommodation. This proposal incorporates a traditionally based elevational treatment to Derby Square and a more contemporary approach to the elevation to Derby Square Lane, taking advantage of the views over the Villa Marina Gardens to the sea beyond. This contemporary approach on this façade reflects extensions and alterations carried out to the Derby Square Lane elevations of the existing terraced town houses.
There is a change of level of approximately 2 metres from the street frontage on Derby Square down to Derby Square Lane.
Vine Villa is set back from the line of the frontages of the terraced town houses with a garden area between the street frontage and Vine Villa. A low boundary wall with railings above forms the street frontages of the terraced houses, and the approved proposal for the adjacent site. The frontage of Vine Villa has a similar wall and railing to part of the frontage and a stone wall to the remainder.
The site is located within the Windsor Road Conservation Area, however Vine Villa is not a Registered Building. Vine Villa presents a single storey elevation to Derby Square with buildings of varying heights set behind the single storey element, there is a lack of cohesion in the internal layout with accommodation on varying split levels. It is a rather muddled mix of buildings and contrasts quite sharply with Derby Square’s attractive 3 storey terraced houses. The development of the adjacent site as approved will emphasise this contrast.
An Application in Principle to redevelop the Vine Villa site was refused at Appeal in June 2009 due to the lack of information presented to consider the “merits of alternative proposals for the site” – a requirement of Environmental Policy 39, paragraph 7.32.2 of the Strategic Plan.
This application is in detail and provides the information necessary to consider its merits in making a positive contribution to preserve and enhance the character of the Conservation Area.

The design is influenced by and based upon the response to context and constraints on development of the site as illustrated in section 3.00.
The site is within the Windsor Road Conservation Area, located at one of the corners of Derby Square on a vehicular and pedestrian link from Derby Road to the Square, and development of the site requires to respect this setting. However the adjacent site on this link road section has been granted Planning Approval for redevelopment and due regard has to be paid to the form approved for this.
The site of Vine Villa becomes a gap site between existing 3 storey and developed roof spaces terraced town houses within Derby Square and a 3 storey with developed roof spaces proposed semi-detached development on the adjacent site, effectively producing 4 floors of accommodation.
The scale and detailing of the new proposal reflects that of the existing town houses and the approved development of the adjacent site.
The proposed building sits between the existing terraced town houses and the approved proposal for the adjacent site and reflects the stepping down of the properties responding to the gradient of the road and footpath of Derby Square. It is set back from the frontages of the terraced town houses and the approved proposal for the adjacent site retaining the garden aspect and setting of Vine Villa within the composition of the Square. To enhance this the boundary wall to the rear of the footpath will be reconstructed as a low rendered wall with railings above, as the other properties in the terrace. This will be reinforced with hedge planting behind the wall to emphasise the garden setting of the property.
The proposal is for the construction of 4 duplex apartments, 2 set over ground and first floor with 2 over third and fourth floor. Each has a separate private entrance and direct access to a double garage at lower ground floor level accessed from Derby Square Lane.
Elevational treatment and detailing of the Derby Square elevation is traditionally based, reflecting the existing terraced town houses and incorporates semi-circular heads to entrance door screens, bay windows at ground level and moulding details. The form is 3 storey to a parapet detail with the fourth storey set back and constructed below a pitched roof, presenting the appearance of being constructed within the roof space as other examples of developed roof areas in the adjacent terrace. The entrance doors to the lower 2 duplexes are in the centre of the building’s elevation with the upper floor duplex entrances on the wings, reflecting the adjacent property at number 10 Derby Square.

The elevational treatment of the Derby Square Lane façade is designed in a more contemporary approach to reflect the approach adopted for the approved redevelopment of the adjacent site and numerous extensions carried out on the Derby Square Lane facades of the existing terraced town houses. This allows for larger windows, opening doors and terraces to take advantage of the views over the Villa Marina Gardens to Douglas Bay and the sea beyond.
The difference in level across the site allows the construction of garages to the lower ground floor, accessed from Derby Square Lane, whilst retaining the ground floor relationship of the building to Derby Square.
The concept for the proposed building is that of a pair of traditional semi-detached houses, sitting in garden grounds, which have been developed to provide the new duplex accommodation. Elevational treatments and detailing are based on the existing terraced town houses and the development of those town houses over the years. By this approach it is intended that the proposal will enhance and preserve the character of the Conservation Area.
