The Site
The application site is the curtilage of the Empress Hotel, Central Promenade, Douglas. The Empress Hotel is situated to the Western side of Central Promenade and adjoins Derby Terrace and Spectrum Apartments.
The Proposal
The application seeks approval for the erection of an advertising banner on the front elevation. The banner would measure approximately 3.96m x 0.8m and would be white plastic with black text.

The following previous planning application is considered relevant in the assessment of the current application: PA 90/04233/D Installation of 2 advertising signs The above application was permitted
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The display of the advertisement would be contrary to General Policy 6 and Environment Policy 37 of the Isle of Man Strategic Plan (20th June 2007) by reason of the siting, design, materials and the location would introduce a prominent and incongruous advertisement into the street scene which would not preserve or enhance the character and appearance of the Conservation Area and would cause demonstrable harm to the visual amenities of the locality.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Senior Planning Officer.
