19 December 2013 · Delegated - Director of Planning and Building Control (M ballghe)
Isle Of Man Education, Castle Rushen High School, Arbory Road, Castletown, Isle Of Man, IM9 1re

The officer noted that parking already occurs informally in the vicinity and approval would formalise it in a safer, organised manner rather than allowing less safe on-street or haphazard parking.
Strategic Plan
Requires development in accordance with area plans to respect site/surroundings in siting/layout/scale/design/landscaping, not adversely affect landscape/townscape/amenity/road safety/traffic flows, provide safe access/parking/manoeuvring, services, and security. Officer assessed the proposal complies as it formalises parking on zoned school land without adverse impacts, with access issues mitigated sufficiently despite imperfections.
Community Policy 5
Permission generally given for proposals to improve/extend existing schools if sited/designed per other policies, with regard to community use and open space. Officer confirmed the parking addition supports school use on designated Secondary School land without policy conflicts.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved drawings
This approval relates to the creation of car parking as shown in drawings IM1472/DR01 Rev 1, P-01 and P-02 all received on 2nd January, 2013 and the development must be undertaken in accordance with these drawings.
Surface water drainage
There must be no discharge of surface water to the main foul sewer. NOTE: the applicant is encouraged to discuss with the Isle of Man Water and Sewerage Authority attenuation of the disposal of the surface water.
no objection subject to no discharge of surface water to foul sewer and attenuation at an agreed rate
Highways Division initially objected due to visibility concerns but later withdrew their objection; Water Authority raised no objection subject to surface water drainage conditions; Castletown Town Commissioners raised no objection but suggested widening the entrance.
Key concern: restricted visibility at access
Highways Division
No ObjectionWe no longer have an objection to this application.; As things stand if they intend using the lane I will be objecting due to the restricted visibility in both directions but primarily to the right.; I recommended that it be lowered if possible to 1.05m or less.; This improvement should be sufficient to mitigate the increase in traffic
Isle of Man Water and Sewerage Authority
Conditional No ObjectionNo Objection: - subject to the following conditions:-; so as to comply with the requirements of the Isle of Man Water & Sewerage Authority, Drainage Division and the Sewerage Act 1999.
Conditions requested: There must be NO discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s); The surface water discharge must be attenuated to an agreed rate with the Authority
Castletown Town Commissioners
No Objectionno objections raised; The Board suggest that consideration should be given to widening the entrance/exit - say by 3 feet, in order to minimize the risk of collision
