Officer's Report
Description Of Application Site
- The application site is the Ship Inn, which located on the eastern side of Hope Street within Castletown. The building is a Public House. The site is within an area zoned as predominantly residential in the Castletown Local Plan 1990
- The application site is located within the Castletown Conservation Area.
Proposal
- The application is seeking planning permission for the install two antennas to the rear elevation of the chimney stack and to create an equipment enclosure to the rear of the property.
Development Plan Policies
- Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: GP2 and Environment Policy 35
- Environment Policy 35 states that "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
Relevant Planning History
- There are previous applications on the site; however, none are considered relevant in the determination of this application.
Representations
- Castletown Town Commissioners do not object to the application.
Issues
- The key issue in the determination of this application is the whether the proposal will impact on the character and appearance of the Conservation Area.
- In respect of the impact of the equipment enclosure on the Conservation Area, it is located to the rear of the building and has been designed to match the existing timber fence bin storage. The enclosure will be partially visible from the rear vehicular access, which runs
alongside the inner harbour of Castletown. The proposed equipment enclosure will have a neutral effect on the character and appearance of the Conservation Area.
- In respect of the antennas, the antennas will be attached to the rear elevation of the chimney stack facing towards the inner harbour. The antennas will be visible from the rear service road and Bridge Road, which located to the east on the opposite side of the inner harbour. The antennas and supporting poles are to be painted to match the existing chimney, which will help to disguise the antennas and limit its impact on the character and appearance of the Conservation Area. The Conservation Officer has been consulted and has indicated that the proposal is acceptable.
- In summary, it is considered the proposal would not adversely affect the character and appearance of the Conservation Area.
Conclusion
- It is recommended that Planning Permission be granted subject to conditions.
Party Status
- The local authority (Castletown Town Commissioners) are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of telecommunications equipment as shown in drawing numbers THE SHIP INN/001 A, THE SHIP INN/002 D and THE SHIP INN/003 D date stamped 19th December 2012, and Site Specific Supplementary Information Statement and appendices dated stamped 19th December, Declaration of Conformity with ICNIRP Public Exposure Guidelines dated 18th October 2012.
C 3. Within one month of the antennas and their supporting structures being installed, they shall be colour coated to match the existing render of the chimney stack. Any replacement or modification shall be colour coated to match within one month of it being carried out.
C 4.
In the event of the antennas erected under this approval becoming redundant, they must be taken down along with all ancillary infrastructure and be removed from the site within 3 months of the cessation of the use. Any necessary repair work to the chimney stack, as a result of any damage caused by installation of the antennas, must also be carried out.
