The application site represents the curtilage of Continent 8 House, Middle River industrial Estate, Douglas. The site includes the majority of an industrial building, plus parking to the front and rear. The remaining part of the building is operated under a separate business.
Proposed is the extension of two existing flues on the rear (south east) elevation. The existing flues extend from two chillers, which are positioned to the rear of the building. The flues currently reach up to a height just above the eaves level of the building (approximately 6.5 metres above ground level). It is proposed to further extend the flues upwards by 1.1 metres, resulting in them being the same height as the main roof ridge.
The purpose of extending the flues is in order to alleviate blow back of exhaust fumes.
The following previous planning applications are considered relevant in the assessment and determination of this application;
07/00449/B - Permitted 31/05/07 Conversion of three existing light industry and warehousing units, to a data centre with ancillary offices. Condition 3; Prior to the commencement of works, details of the generators and chillers units to be installed shall be submitted to and approved in writing by the planning authority and thereafter the installation of the units shall be carried out in accordance with the approved details. (Condition 3 deemed discharged by way of Minute 90, 24h July 2007).
07/01162/B - Permitted 30/07/07 Alterations to approved 07/00449/B to include external door / window repositioning, amended car parking layout and erection of a substation.
The application site is located within an area designated as Light Industrial Use in the Douglas Local Plan Order 1998, Map No. 2 (South). The site is not located within a Conservation Area.
The relevant planning policy from the Isle of Man Strategic Plan 2007 is General Policy 2.

The flues already exist and they currently reach a height of 6.5 metres above ground level. This proposal would add a further 1.1 metres of height to the flues, which is not considered to be a significant overall change.
The flues are located to the rear of the building and this proposal would not extend them any higher than the top of the main roof, so they would still not be visible from the front of the building.
Overall, it is considered that this proposal would be minimal and have no adverse impacts.
For the above reasons, this proposal is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
