The application site represents the curtilage of an existing detached dwelling, Rose Cottage, Bride Road, Lezayre. The dwelling is located on the western side of Bride Road, just south of the Dogmills.
Proposed is the installation of replacement windows and doors. The proposal includes the installation of two replacement windows to the ground floor of the front elevation, the installation of a replacement front door and the installation of a replacement garage door.
The house dates from before 1921, so the replacement windows and front door do not fall under permitted development.
The following previous planning application is considered to be relevant in the assessment and determination of this application;
02/01148/B - Permitted 23/10/02 Installation of replacement windows to front elevation.
The application site is located within an area of White Land not zoned for development, in addition to an Area of High Landscape or Coastal Value and Scenic Significance in the Isle of Man Development Plan 1982. The site is not located within a Conservation Area.
General Policy 2 from the Isle of Man Strategic Plan 2007 is considered to be material to the assessment of this current planning application.
Policy 8 from Planning Circular 1/98, The Alteration and Replacement of Windows, is also considered to be material. This policy is as follows; Category d) OTHER BUILDINGS ERECTED BEFORE 1921
Replacement windows should preferably be the same as or similar to the originals in the pattern of the glazing bars. However, provided that the glazing pattern is retained, a more relaxed approach will be taken to the replacement of windows in such properties.
Lezayre Parish Commissioners unanimously agreed to the proposal.
No written responses have been received from the general public.
The existing windows are casements with inner glazing bars, although it is not known whether the original windows were also this style. The proposed windows would be upvc casements, similar to the existing and in keeping with the windows on the upper floor of the property. They are therefore considered to be acceptable replacements.
The proposed front door would not replace a door of high architectural merit. The new door would have inner panelled sections and is considered to be acceptable.
The proposed garage door would replace an existing door. The opening would not be altered in size and it is considered that the door would be appropriate.
For the above reasons this application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of replacement windows, front door and garage door; as shown in the drawings and photographs, numbered 1, 2 and 3, date stamped 14th October 2010.
