Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2 and Transport Policy 7
The proposal is to create additional parking spaces within the site. The applicant's agents have indicated that "the current parking arrangements serving the serving the applicant's buildings on site have been in place for several years. The applicant's have stated that the additional spaces should allow additional staff spaces, reducing the requirement for on-street parking or parking in the approach road shared with the adjacent apartments and provide spaces for clients and visiting contractors." It has been indicated that the total floor area for both buildings put together is 1108.8 square metres. There are currently 61 car parked in spaces on site. If the car parking standards of the Strategic Plan are applied the car parking requirement for an office development of this size would require 74 parking space, using the out of town centre office parking standards. Furthermore, the number of car parking spaces to be provided on site would in 65 (single space parking) or 68 (tandem parking). This still falls short of the overall number of spaces for site.
It has been indicated that tandem parking already exists on site and has been operated by the applicant for approximately 7 years without any problems. The successful operation of any new allocated spaces will be achieved through the same sensible approach and spirit of co-operation from the staff.

The agents have indicated that "it is hoped that the area concerned will provide more than 4 parking spaces when viewed with a re-working of the existing adjacent parking area. The area represents only a small area of the overall site. Green areas on site have in fact been extended and developed by the applicant over the past 7 years. Previous areas of wasteland have been converted to lawned and planted areas by clearing and developing the gardens. The additional areas created far exceed that which is no to be potentially given over to additional car parking space."
The grassed area can be viewed from the public highway; however, it is considered the grassed area does not contribute significantly to the visual amenities of the streetscene. The creation of parking area would utilise the available space within the site without adversely affecting the visual amenities of the locality.
