The site is the curtilage of Compton House, a three storey building situated on the corner of Parliament Square and Castle Street. To the south is 5, Parliament Square, an office and to the south west is 7, Castle Street - on the ground floor the shop premises of the Manx Electricity Authority and above there are apartments. The site is only the footprint of the building with no other external space. The premises have three floors above ground and a basement which was formerly used as a restaurant and is now unused.
The ground floor of the building has a principal door which leads into the central stair serving the building. There is a second, smaller door to the left which leads down a corridor to a lobby with toilet facilities and stairs to the basement. Access into the basement is from this corridor and also from a second set of steps to the rear.
The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Southern Area Plan which was published on 23rd October, 2009 as Mixed Use. The site is also within the Conservation Area and the building is Registered (RB 65).
Planning permission has been sought for the following developments on this site:

PA 97/0542 - installation of hanging sign - permitted PA 98/2138 - removal of light and installation of CCTV - permitted PA 06/0932/0933 - installation of timber framed sliding sash windows - permitted PA 07/1359/1360 - repairs to front cobbled area, steps and bollards - permitted
Now proposed is the conversion of the toilet area to a space ancillary to the ground floor offices (for photocopying etc). In the basement the restaurant is to be used for storage. Rooflights and internal doors are to be replaced and internal walling removed, none of which may be viewed by the public. The rear staircase is to be removed and internal walling omitted to create the proposed storage space.
Castletown Commissioners indicate that they do not oppose the application.
As the property is within a Conservation Area and the building is Registered, there is a requirement for development to preserve or enhance the building and the Area - Environment Policies 32, 33 and 35. In this case the works are all internal and will not change the appearance or character of the building. The change of use however, could result in a reduction in the number of vehicle trips and parking spaces generated by the occupation of the building as archive storage tends to result in few visits and minimal if any permanent staff presence.
As the property is located within the Castletown Conservation Area and is a Registered Building (RB 65) the content of this application has been considered with particular regard to Policy CA/2 SPECIAL PLANNING CONSIDERATIONS of Conservation Areas and POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.
At present, the Basement of Compton House is utilised as a restaurant. As a result, the area is split up into a Preparation Area, Kitchen, Bar, Wine Cellar and Dining Area. The equipment and finishes (ceramic tiling in the Kitchen and Prep' Areas, Plastic Sheet Cladding to the Wine Cellar) are all modern and of no historic or architectural interest. The removal of the modern staircase serving the Dining Area and those items will previously identified will certainly not be detrimental to the character of this part of the Registered Building as it leaves the historic structure exposed and clearly understood as being of interest.
In similar fashion to the works to the Basement, the works to the Ground Floor entail the removal of existing, but modern partitioning and sanitaryware currently forming the Ladies Toilets. The removal of the partitioning forming the Store and Toilet off the Estate Agents, the removal of a partition in a current Store and the removal and infilling over of the former stair accessing the Basement to form a new access from the Estate Agents to the rear Toilets and Utility/Copy Room.
The site visit carried out to ascertain the architectural and historic nature of the partitions etc., confirmed that there is nothing of significance in these areas and that the works will not detrimentally affect the character of the Registered Building.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
