The site represents the field adjacent to Cronkould, Main Road, Ballaugh, which comprises a two storey property, stables and garages, located on the northern side of the Main Road (A3).
The proposal seeks approval for the erection of an implement shed for the storage of equipment and vehicles. The shed would have a width of 10 metres, a depth of 11 metres and a ridge height of 5.6 metres. The proposal would be finished with colour coated profiled steel sheeting to the elevations, with a grey cement roof cladding.
The applicant has indicated that the shed is to maintain a tractor, trailer and quad bikes. Also the applicants own "Country Warehouse" which is an agricultural supply business operating from Spring Valley Industrial Estate.
As part of this business they are agents for Ifor Williams Tractors and horse boxes and from time to time may need to store a trailer or horsebox temporarily within the proposed shed to protect it from the elements whilst awaiting delivery to a customer.
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a

Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The previous planning applications for this site are considered relevant in the assessment and determination of this application:-
Erection of a conservatory on west elevation - 07/02123/B - APPROVED Conversion of existing integral garage into living accommodation and installation of replacement roof lantern - 07/02120/B - APPROVED
Ballaugh Parish Commissioners:- "No objections to amended plans." Highways Division:- "Do not oppose has no traffic management, parking or road safety implications." The Authority has received no privately written representations objecting to the application.
The main use for the proposal is for the storage of equipment for the use of maintaining the fields and manege associated with the residential dwelling Cronkould.
The position has been chosen after consultation with the Planning Authority which ensures the structure was located close to existing buildings and used existing landscaping and grass banking all to reduce its appearance and prevent the shed from being positioned in an open and isolated position in the countryside. Furthermore, the position of the shed allows manoeuvring and reversing of equipment and machinery easily.
In terms of the size, design and position it is considered the proposal would be an acceptable form of development, rather modest in size to enable the maintenance of the surrounding fields and ménage.
There is a concern however, for the use of the shed for commercial uses. The applicant indicates that as agents for Ifor Williams Tractors and horse-boxes and from "time to time" such equipment would also be stored on a temporary basis whilst awaiting delivery to a customer.
Therefore a condition would be imposed that the shed may only be used to store equipment relating to the private equestrian use associated with the adjacent dwelling Poyll Shellee.
Overall, due to these reasons indicated with the condition attached regarding its use, it is considered the proposal would comply with the Isle of Man Strategic Plan (June 2007) and therefore recommend the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of an implement shed for the storage of equipment and vehicles as proposed in the submitted documents and 10/2324/01 A and 10/2324/02 received on 31st August 2010 and 29th September 2010.
C 3. The proposed garage/workshop may be used only to store equipment relating to the equestrian use of the site and for no commercial purposes.
