The application site represents the curtilage of the Town Hall, Derby Road, Peel. The existing building is a two storey detached property to the North of Derby Road.
Proposed are alterations to the front of the building including the replacement window above the front doors. Also proposed is the installation of doors and sidelights which would be constructed in hardwood. Above the doors it would be rendered to match the existing building.
The previous applications are not considered specifically material in the consideration and determination of the current application.
The application site is within an area zoned as "Civic Buildings" and is within the Peel Conservation Area which is identified on the Peel Local Plan 1989. It is appropriate to consider Planning Circular 6/89, also Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
CONSULTATIONS Highways Division have not commented Peel Commissioners recommend that the application be approved.
ASSESSMENT Given the nature of the application it is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan, which states:
"Within Conservation Areas, the Department will permit only development which will preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
It is also relevant to consider Planning Circular 6/89, Paragraph 9.15, which states:
"The character of the Conservation Area should be enhanced by positive schemes of action which will apply to areas and individual buildings and include the historic pattern of streets and spaces."
Paragraph 9.16 states:
"Particular attention will be paid to the alteration or extension of a building within the Conservation Area which must be carried out in a manner sympathetic to the existing building and its setting."
It is considered that the proposed alterations would have a positive impact on the appearance of the Conservation Area. The timber doors at the entrance to the building are run down and are of poor appearance.
The proposed development would consist of minor alterations to the front elevation of the existing building. It is judged that there would be no undue harmful impact to the amenity of local residents or the street scene in general.
The alterations would be in keeping with the existing property and would relate well to the neighbouring properties.
In light of the above policies, it is judged that the proposal would be a positive scheme to enhance the appearance of the individual building and would be sympathetic to the surrounding area.
For the above reasons the application is considered to be acceptable and is recommended for approval.
PARTY STATUS The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations to the front entrance shown in drawings REF 1, REF 2, REF 3, REF 4, REF 5, REF 6 and REF 7 received 1st July 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
