The application site comprises the curtilage of Field 110393, Ballamin Cottage, Lhen Road, which is located via a single track lane which runs from the northern side of the Lhen Road and northwest of Bride Village.
The application site is within an area recognised as being an area of ‘white land’ not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Due to the zoning of the site the following policies are relevant for consideration:-
"Environment
Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV’s) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and
guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:

PROPOSAL The application seeks approval for the erection of a building to provide stables, storage and a tractor shed and erection of a polytunnel.
The proposed shed/barn, located north of the existing dwelling approximately 10metres away, would have a width of 15.2 metres, a depth of 5.5 metres and a ridge height of 3.3 metres. The proposal would be finished with tantalised shiplap (elevations) and black Marley eternity or similar sheeting (roof).
The polytunnel, located north of the shed/barn approximately 4 metres away, would have a width of 9.1 metres, a depth of 5.4 metres and a maximum height of 2.5 metres. The proposal would be constructed with timber /metal frame covered with polythene panels.
The Planning Authority has received no other privately written representations objecting to the proposal.
The main issue to consider with the proposal is the potential visual impact upon the amenities of the countryside by the said developments.
As indicated within the Planning policy section of this report Environment Policy 2 and 17 consider this issue to be the central aspect to consider.
The closest of the proposals to the public highway is the barn/shed, which is located approximately 230 metres from the Lhen Road. Visiting the site and surrounding area, the northern boundary of the
Lhen Road consists of significant amounts of landscaping which results in the dwelling within the site being very well screened. Furthermore, there are limited aspects that the dwelling can be seen from public view, given the landscaping and distance. Due to this it is likely that the proposals which would be set to the rear of the dwelling would be un-noticeable given the size of the dwelling in relation to the proposals and the position of the dwelling.
When travelling along the private lane from the Lhen Road, towards the application site, the proposals would benefit from a large sod bank and hedging ( in height) along the western boundary of the site and due to the sloping nature of the site, both of which help to reduce the appearance of the proposal from the private lane.
For these reasons it is considered the proposal would have no significant impact upon the visual amenities of the countryside and therefore comply with Environmental Policy 2 and 17 of the Isle of Man Strategic Plan.
It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Bride Parish Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the erection of a building to provide stables, storage and a tractor shed and erection of a polytunnel as proposed in the submitted documents and drawings BRIDE/BMIN/1, BRIDE/BMIN/2, BRIDE/BMIN/3, BRIDE/BMIN/4 and BRIDE/BMIN/5 all received on 14th June 2010.
C 3.
Should the polytunnel ceased to be used for a year or more for the use of horticultural purposes, then it is required to be removed.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
