The application site represents the residential curtilage of Abbeycourt, Abbeylands. The existing property is a detached sing storey dwelling. The site is within an area of "Open Space" identified on the Onchan Local Plan 2000.
Proposed alterations and the erection of an extension and formation of a raised terrace area. The extension would be single storey to provide additional living accommodation. The raised terrace area would be accessed via the existing conservatory, there would be steps leading down into the garden. The glazed conservatory roof would be replaced with a tiled roof to match the existing.
The following previous planning applications are considered relevant in the current application:

installation of replacement u PVC windows to front, side and rear elevations and creation of a stonework plinth to base of the front and side elevations.
The above applications were permitted. PA 05/01690/B Erection of a detached double garage with playroom over The above application was refused, as it was considered to be an un-neighbourly development.
The application site is within an area zoned as "Open Space" identified on the Onchan Local Plan 2000. It is therefore appropriate to consider Housing Policy 16 of the Isle of Man Strategic Plan.
Onchan Commissioners have recommended approval of the application Highways Division do not oppose as it has no traffic management, parking or road safety implications. The owners/occupiers of Crossways, Abbeylands raised an objection to the original plans, since the plans have been amended showing the levels and the use of materials, they now raise no objection.
Given the nature of the proposed development, it is appropriate to consider Housing Policy 16, which states: "The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public"
The proposed extension would measure approximately to provide additional living accommodation. It is considered that the extension would be a modest addition to the property, and would respect the site in terms of scale, siting, form and design. The extension would be seen from the public highway, but it is such a distance from the highway, it would not be considered harmdul. The extension would be approximately 18 m at it's closest point from the boundary which adjoins the road. The materials would be those to match those of the existing.
The re-roofing of the conservatory would enhance the appearance of the existing building, by roofing the conservatory with a tile roof, to match the dwelling it would have less of a visual impact on the locality.
It is considered that the terrace area to the rear of the property would not have a harmful impact on the surrounding area as there is sufficient boundary treatment to screen the rear garden. The terrace would be at a height of approximately 1.3 m , the railings surrounding the terracing would be approximately 1.2 m higher than the terrace. It is judged that the terracing would not be viewed by the public, and could not be seen from a public thoroughfare, and would not increase overlooking to the neighbouring property.
Although the extension would have an impact, due to its increase in size, it is not considered to increase the impact of the building as viewed by the public.
For the above reasons the application is considered acceptable, and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The owners/occupiers of Crossways, Abbeylands are also afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

This permission relates to the alterations, erection of an extension and formation of a raised terrace shown in drawings PD-001, PD-002, PD-003, PD-004, PD-005, PD-006, PD-007, PD-008, PD-009, PD010 received 26th March 2010 and PD 006A, PD 007A, PD008A, PD 009A and PD 011 received 17th May 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
