I refer to the recent appeal in respect of the above planning application.
In accordance with the provisions of the Town and Country Planning (Development Procedure) Order 2005, I am enclosing herewith a copy of the report of the person appointed to consider this appeal.
The Minister has considered the report, concurs with the appointed person’s conclusions, and accepts the recommendation that the appeal should be dismissed. Accordingly, he has directed that the Planning Authority’s Approval of the application under Article 6 of the Town & Country Planning (Development Procedure) Order 2005 should be confirmed, subject to the conditions as detailed at paragraph 15 of the Inspector’s Report. Formal notice of this decision is attached.

In pursuance of his powers under the above Act and Order, the Minister for Infrastructure, does hereby APPROVE planning application 12/01367/C by William Henry Kelly for Change of use from retail wholesalers to 24 hour access self storage/document storage warehouse (retrospective), John Lancaster House (Formerly Crosby Wholesalers), Main Road, Crosby, IM4 4BN (appeal by Marown Parish Commissioners), subject to the following conditions:
- This permission relates to the change of use from retail wholesalers to 24-hour access self storage/document storage warehouse as shown on the location plan and Drwg Nos PO2 and PO5, all received on 9 October 2012.
- Within 2 months of this notice, details of any external lighting to be provided within the site shall be submitted to and approved in writing by the Planning Authority. External lighting shall be installed only in accordance with the approved details.
- Unit A, in the south east corner of the site, is the only building to which 24-hour access is allowed 7 days a week. The other 3 buildings (Units B, C and D) shall be accessed only between 08.00 hrs and 17.00 hrs Mondays to Fridays.
