The Site
The application site relates to 14 Douglas Street, Peel, an end terrace property situated on the southern side of the street. The building is used as offices and is served by a rear yard which provides off street parking for two vehicles.
The Proposal
This application seeks approval for external alterations to the building. The works proposed include the replacement of the existing windows, the creation of new windows on the rear elevation, the remodelling of the ground floor front elevation and improvements to the rear yard.
Planning Status
The application site is located within an area identified as being mixed use by the Peel Local Plan and is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan 2007, Environmental Policy 35 is relevant. This states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY
Whilst there have been previous planning applications relating to this property, none are considered relevant in the assessment and determination of this application.
Representations
The Highways Division does not object to this proposal. Peel Town Commissioners recommend that this application be approved.
Assessment
The main issues to be assessed in the consideration of this application are whether the proposed development would preserve or enhance the conservation area.
The works would collectively have a positive impact upon the building, removing inappropriate features such as the modern brick frontage and casement windows to the side and rear elevations. The result would be a clear improvement to the building and the surrounding area in accordance with the provisions of EP35.
