The Site
The application site is the curtilage of the detached property Longcroft, Ramsey Road, German. The property is situated in an elevated position approximately 45 metres to the east of the adjacent highway. The site is currently being developed under the provisions of PA09/00263/B which sought approval for alterations and the erection of extensions to the dwelling, the erection of a detached garage and the re-direction of the existing driveway.
The Proposal
This application seeks approval for the erection of an extension to the front elevation with a balcony above accessed from the first floor.
Planning Status
The application site is located within an area identified as being of High Landscape Value and Scenic Significance by the 1982 Development Order. Within the Isle of Man Strategic Plan 2007, the following policy is considered relevant:
Housing Policy 16, which states: "The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."
Planning History
PA09/00263/B sought approval for alterations and the erection of extensions to the dwelling, the erection of a detached garage and the re-direction of the existing driveway. This was approved.
PA10/00279/B sought approval for alterations and extensions to the dwelling, the erection of a detached garage and the re-direction of the existing driveway (amendments to 09/00263/B). This was approved.
Representations
German Parish Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application.
Assessment
The main issues to be considered in this application are whether the proposed development would increase the impact of the building as viewed by the public so as to warrant refusal of the application.
The existing dwelling is not traditional and it is judged that the proposed extension would add interest to the front elevation without adding to the bulk or massing of the building. The extensions would sit against the existing development and would not make the dwelling any taller or wider. It is judged that there would not be an increased visual impact that would warrant refusal.
It is recommended that this application be approved.

Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
German Parish Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
