The application site represents the residential curtilage of 3 Grafton Street, Douglas. The existing property is a mid terrace, three storey dwelling. The site is within an area zoned as "Predominantly Residential Use" on the Douglas Local Plan 1998.
Proposed is the erection of a single storey extension to the rear of the property. The extension would provide additional living accommodation comprising the kitchen and utility room. The extension would measure approximately 5.2m x 4.3m in area.
There are no previous planning applications for this site.

Given the nature of the proposal it is appropriate to consider General Policy 2 and Paragraph 8.12.1 of the Isle of Man Strategic Plan (20th June 2007).
Douglas Corporation do not object to the proposal Highways Division have made no comment The Owners/Occupiers of 5 Grafton Street have no objections to the extension being built on the grounds that it is put in writing that any damage that occurs to their property during the process shall be made good.
The proposal should be considered in light of the relevant points from General Policy 2, which states: "(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
The proposed extension would respect the site and surroundings in terms of scale and design. Due to the proposed development being to the rear, it is considered that it would not have a significant impact on the character of the building or the surrounding area."
The proposed extension has been designed with consideration to the neighbouring properties. In that the extension would have a flat roof, which would restrict the height of the building.
It is judged that the amenity of local residents would not be detrimentally affected as the development would be to the rear of the property, and is considered to be a modest addition to the dwelling.
Paragraph 8.12.1 of the Isle of Man Strategic Plan (20th June 2007) should also be considered, which states: "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."
It is judged that the extension would not have a harmful impact on the amenity of local residents, or the character of the surrounding area in general.
For the above reasons the application is considered acceptable, and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
The Owners/Occupiers of 5 Grafton Street are, by virtue of the Town and Country Planning (Development Procedure) Order 2006, paragraph 2 (1) (a), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an extension to the rear of dwelling shown in P10 150 01, P10 150 02, and P10 150 03 received 4th March 2010.
