Planning Committee Minutes Decision
In the absence of the Case Officer Mr Brooks summarised the key issues as set out in the report. ### Decision The Committee accepted the recommendation of the case officer and delegated the approval of the application to the Director of Planning and Building Control or the Senior Planner, subject to the following conditions and a legal agreement being entered into prior to the issue of any decision notice. C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This planning approval relates to the erection of 25 dwellings (amended house types from those approved under planning application 07/02153/B on plots 2 to 26 as shown on drawing no.s 2384.1 rev. A, 2384.6, 2384.7, 2384.8, 2384.9, 2384.10, 2384.11 and 2384.12 rev. A date stamped the 15th March 2010. C 3. No dwelling shall be occupied until the estate road has been constructed to at least base course level and adequately lit from the junction with the adopted highway up to the access onto each dwelling within the development. ### Party Status Interested party status was considered by the Committee and agreed as recommended. {{table:444224}} The case officer reported on the matter and summarised the key issues as set out in the report. In clarification of the key issues the Members enquired as to external finishes, planting and fencing. Mr Balmer reported that the finishes proposed were render and brickwork, that the roof tiles were to be black, that there was planting proposed and that there was a proposed fence 1.8m in height. Mr Evans agreed with the concerns raised by Ramsey Town Commissioners with regard to the West Ramsey Development Plan not being taken into consideration by the developers in this case, particularly with regard to access when Gardner’s Lane is closed during race periods. Mr Balmer reported that the traffic generated by this development would not be significant. Miss Chance invited Mrs Fletcher to report regarding the traffic issue and its implications. Mrs Fletcher agreed that the traffic generated by this development would not be significant and in the Highway Authority’s view the existing roads would be adequate, {{table:444225}}
