The Site
The application site represents the residential property of "Boundary Cottage" which is an existing detached dwelling situated at the southern side of Nassau Road in Regaby. The property is located approximately 150 m to the north east of the junction of Nassau Road and the B7. The property sits on a modest plot and comprises a pitched roof bungalow.
The Proposal
The proposed planning application is seeking approval for the removal of the existing storm porch and the elevation made good with the installation of a door.
Planning Status
The application site is located within an area of "White Land" which is identified as open countryside on the Isle of Man Development Plan 1982. Within the adopted Isle of Man Strategic Plan, 2007 the following policy is considered relevant - Housing Policy 15 states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property.
Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)".
PLANNING HISTORY The following previous planning applications should be considered relevant in the assessment of the current planning application: PA 96/01000/B – Alterations and extensions to storm porch – Permitted PA 97/01347/B – Installation of doorway to replace existing window – Permitted REPRESENTATIONS Bride Parish Commissioners has no objection with the proposed development. The Department of Transport Highways Division have not commented on the application.
ASSESSMENT
The proposed development to the front elevation would respect the site and surroundings in terms of the proportion, design and form. The porch to be removed is minor in scale and would not have a detrimental impact on this principle elevation or the street scene. The design of the proposed replacement door would be in-keeping with the property and would be a modest addition, without introducing an incongruous feature to the dwelling.
As such, the proposed alterations would not have an adverse impact on the visual amenity of the locality or the character of the existing property, as viewed from the public thoroughfare.
RECOMMENDATION
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
