The site represents the curtilage of a former hotel school/hotel situated on the northern corner of the junction of Bay View Road and the Promenade. The building occupies almost all of the site, with a small strip of land between the building and Bay View Road and a front garden between the front of the building and the Promenade. The building is stone faced to Bay View Road with render bands around the windows, a two storey rendered projecting bay, a three storey stone faced bay and a three and a half storey projecting bay: the Promenade frontage is rendered with mouldings over the windows and dentilled cornice on part of the elevation with a four storey three sided bay. The building has a slated roof throughout. The Bay View Road elevation has a single storey annex with timber glazing which was possibly added after the building was constructed.
The site lies within an area designated on the Port Erin Local Plan of 1990 as Tourism/Recreation. The Local Plan acknowledges the potential importance of some of the buildings forming the Promenade and suggests that a variety of uses would be acceptable in the interests of preserving the fabric, excluding office use.
On the draft Southern Area Plan which was published on 23rd October, 2009 the site lies within an area of Residential use.
Planning permission has previously been sought for internal alterations under PA 86/0543 and 88/1490) and for the change of use to a university hall of residence (PA 89/1236). Most recently planning permission was granted for the principle of the conversion of the building to four one bedroomed apartments and two 2 bedroomed town houses (PA 07/0566). The only specific condition attached to this permission required that any replacement of the windows must involve a replication of the existing sliding sashes with the windows shaped to match the apertures in which they are to be fitted. Most recently planning permission was sought for the matters reserved from the approval in principle for the conversion into four self contained flats and two town houses - PA 08/1763, which was permitted.
Proposed now is an additional use of the approved units as tourist accommodation. There are apartments and town houses, all of which have a view of the sea, albeit those fronting onto Bay View Road do not have a direct front view of the sea. The town houses are three storied and the apartments are arranged such that there is one per floor over four floors.
Port Erin Commissioners and Department of Transport Highways and Traffic Division indicate that they do not oppose the application.
Whilst the site lies within an area of residential use, Port Erin has historically and remains in part, an important destination for holiday makers and the spectacular views over the bay results in the village remaining a popular place for people to wish to stay. The Strategic Plan contains Business Policy 13 which states: "Permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such use would not compromise the amenities of neighbouring residents." In this case, a number of the properties in the vicinity of the site are or were formally tourist accommodation and as such, the proposed use is not considered unacceptable or out of place in the area.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

This permission relates to the use of the premises shown in drawings P-01 and P-02 both received on 5th February, 2010 as either tourist accommodation or permanent residential use.
C 2. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
