The application is to be considered by the Planning Committee at the request of the Senior Planning Officer as the dwelling to which the proposed garage would relate was considered by the Planning Committee within the past year.
The application site represents the curtilage of Claddagh Mill Farm which is an existing detached dwelling which is situated to the east of the Sulby Bridge and the A17. The property sits in a cluster of four buildings and is surrounded by fields on all four sides.
The proposed planning application is seeking approval for the erection of a double garage. The pitched roof garage would be and at a height of 4600 mm ; it would be finished in painted render and natural slate.
The application site is within an area of "High Landscape or Coastal Value and Scenic Significance" under the Isle of Man Development Plan, 1982. Within the Isle of Man Strategic Plan 2007 the following policy is considered specifically material to the assessment of this current planning application - Environment Policy 2: "The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:

Lezayre Parish Commissioners have approved the proposed development. The Department of Transport Highways Division do not oppose the development. The Department of Transport Drainage Division has no objection subject that the following condition it is attached: The finished floor level for the proposed garage should be the same as the already approved house of 12.33 (DO2).
Given the nature of the proposed development it is therefore appropriate to assess the impact it would have upon the character and quality of the landscape and the importance of its location.
The proposed garage would be relatively minor in scale within this rather large application site and the use of materials would ensure that the new built form would blend in with the existing. It would be situated at the centre of the cluster of buildings which form Claddagh Mill Farm. The application site is approximately 165 m to the nearest public highway (to the south) and approximately 70 m to the nearest property which are considered to be sufficient distances as not to create an adverse impact on the neighbouring properties or the surrounding countryside. The site and the immediate area have substantial boundary treatments, landscaping and mature trees which further reduces the impact of the proposal on the locality. Due to its location, it is considered that the proposed garage would not have an adverse impact upon the character and quality of the surrounding landscape.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
