THE SITE
The application site comprises the curtilage of Ballakilley Farm House in Maughold.
THE PROPOSAL
Proposed are re-roofing and re-rendering works to the dwelling. PLANNING HISTORY The following previous planning applications are considered relevant in the assessment and determination of this application; PA 91/00408/B – Permitted 01/01/1994 Erection of agricultural building, Ballakilley Farm, Maughold. Condition 2. The roofing material must be a dark slate - like through coloured grey material. DEVELOPMENT PLAN POLICIES
In terms of local plan policy, the application site is located in an area designated as 'Areas of High Landscape or Coastal Value and Scenic Significance' in the 1982 Development Order. The site is also within Maughold Conservation Area.
The Isle of Man Strategic Plan 2007 contains a policy which is considered material to the assessment of this current planning application;
Environment Policy 35; Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

ASSESSMENT
Ballakilley Farm House is a traditional Manx dwelling which has been extended extensively to the rear in the past. The property is south facing, two-storeys tall and has three bays across the front elevation with a centrally positioned door. The dwelling is an important part of the Conservation Area and it becomes a prominent feature in the landscape when approached from the road leading from Maughold Village.
Proposed is the re-roofing and re-rendering of the property.
The existing roof covering is mainly a purple Welsh slate, which is traditional for an older dwelling and preferred in a Conservation Area. Some of the slates on the roof of the rear extension are green/grey in colour and clearly a different type. Should they be removed, they should be replaced with purple Welsh slates to match the existing on the front of the house.
The existing rendering is smooth and has been painted white/cream. The render is said to be cracked and therefore it will be removed and renewed similar to the existing. The existing render is in a traditional style for a dwelling such as this and therefore its replacement with similar is deemed to be suitable.
RECOMMENDATION
For the above reasons this application is considered to be acceptable and is recommended for approval.
