The site represents the curtilage of an existing terraced property situated on the south western side of Bay View Road opposite the road bridge under which the recent landslip occurred. The property is a three and a half storey building with a shop on the ground floor with three floors of accommodation above whose use is not specified in the application form or plans. The ground floor has a shop frontage at ground floor level with a projecting bow window on the first floor in an otherwise flat frontage to the main road. The windows are arch-headed on the first floor and round-headed on the second and attic floors. To the north of the site is a newsagent's and to the south is a chemist's.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Retail and on the draft Southern Area Plan published on 23rd October, 2009 as Mixed Use which reflects more accurately the variety of uses in the area and the mixture of uses within the building itself.
The site lies within a wide ranging Conservation Area currently being proposed and on which public consultation is presently being undertaken.
Planning permission was sought and granted for the erection of an illuminated sign under PA 85/0178 and for an extension into the rear yard to provide a consultation room under PA 06/1720. Planning
permission is presently being sought for the conversion of the premises to a chemist's shop (PA 10/00015).
Now proposed is the installation of fascia signage above the shopfront. The signage will be in plastic with vinyl lettering with the "clearpharmacy" logo. The sign is to be illuminated. There is no information on this and it is assumed that the sign will be back lit as the lettering is dark and there are no external lights shown or proposed.
Port St. Mary Commissioners and Department of Transport Highways and Traffic Division indicate that they do not oppose the application and raise no objection to the application for the shopfront either.
The proposal should be considered in respect of General Policy 6 which states:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
a) are of a high standard of design and material and relate well to the building and site on which they are to be displayed; b) are in keeping with and do not detract from the surrounding area; and c) are located so as to not cause a highway safety hazard".
Within an adopted Conservation Area there is a requirement to preserve or enhance the character and appearance of the Area in which the site is located. This is not yet adopted however and as such only limited if any weight may be attached to this policy.
The sign is modern and basic and whilst a scheme involving individual lettering and external lighting would have been more sympathetic to the age and character of the streetscene, this needs to be balanced against the desire for investment in the village and the number of vacant and under-used premises. In this case whilst the signage could be better, it is not offensive and there are no objections to it. As such the application is recommended for approval.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 2. This permission relates to the installation of signage as shown and described in drawing 004 received on 6th January, 2010.
