1.1 The application site is the curtilage of Shearwater, The Dhoor, Ramsey, which is a detached split level property. The front elevation of the property is predominantly single storey with garage accommodation at lower ground floor. The dwelling is predominantly two storey when viewed from the side and rear. The majority of the living accommodation is on the ground floor with only a study and garden room on the lower ground floor.
2.1 The application seeks approval for the window and door alterations to the lower ground floor. These alterations include the installation of a door to replace an existing window. At present there is a small window in the east side elevation which would be replaced by a much larger window. New window and door to be finished in timber effect uPVC to match the rest of the property.
3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application.
4.1 The application site is within an area zoned as "Open Countryside" identified on the 1982 Development Plan. Whilst the site is not zoned for development it is appropriate to consider the points set out under General Policy 2 of The Isle of Man Strategic Plan (20th June 2007).
4.2 General Policy 2: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; g) does not affect adversely the amenity of local residents or the character of the locality."

5.1 Lezayre Parish Commissioners raise no objection to the application.
6.1 As the application seeks approval for window and door alterations, the main issues to consider in the assessment of the application are the impacts upon the character and appearance of the property and impact upon the amenities of the neighbouring properties.
6.2 The proposed window and door alterations would not be visible from the public highway at the front of the property and would not have an adverse impact upon the character and appearance of the property or the street scene in general.
6.3 It is noted that there is a good level of screening between the application site and the adjacent property ("Ballacarberry"), mainly on the latter's side, and also that there are no nearby windows within Ballacarberry that would directly overlook the application site. There would be no additional windows, only alterations to the size of the openings, and it is therefore considered that the proposed alterations would not result in an undue increase in overlooking or loss of privacy to the neighbouring properties.
6.4 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority, Lezayre Commissioners in whose district the land the subject of the application sits.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the following plans, date-stamped as having been received 24th June 2014: 01, 10 and 100 Rev A.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
