General Policy 2
Requires development in residential zoning to respect site/surroundings in siting, scale, form, design; not adversely affect Conservation Area character, residential amenity, highways, or views. Officer assessed proposal as similar to approved prior scheme and nearby garages, not detracting from street scene, with no amenity/highway harm, enhancing over existing timber structure.
Environment Policy 35
Permits only development preserving/enhancing Conservation Area character, protecting special features. Existing timber garage lacked merit; replacement deemed enhancement despite not fully preserving character, similar to locals, with Conservation Officer content after plan review.

ObjectionThe current application amends plans approved under PA.10/01327/B and envisages an increase in footprint (hence roof area) of the development previously approved by more than 65% so that the total roof area will comprise approximately 40% of the overall area of the subject plot.; Rain water run-off shown to the front (eastern) elevation via external hoppers and downpipes is likely to result in considerable drainage across the carriageway to the only available storm drain gully.; Loss of ‘green space’, especially when viewed from the upper floors of all surrounding properties, will materially impact on the visual aspects.; your Committee may decide that PA.14/0599/B does not appear to square with the conditions which it set for both prior approvals, namely (condition 4) that the new garaging ‘.. should only be used for the ancillary purpose of the enjoyment of the main dwellinghouse of no.4 Windsor Terrace.’
Conditions requested: conditions requiring alternative drainage to the rear (together with a suitable soak away)
