The critical issues were acceptability in the street scene and parking availability, given the loss of commercial use to residential.
Mixed Use Proposal 2
Requires that within Port St Mary Mixed Use area, alternative uses to ground floor retail may be acceptable if adding to village vitality, with residential not normally accepted but considered on merits including impact on adjacent properties and character. Officer assessed that retaining the ground floor retail unit while converting upper offices to dwellings avoids contravening the policy, unlike prior full residential proposal, and supports village vitality.
Mixed Use Proposal 4
Indicates upper floors in mixed-use areas may be appropriate for offices but presumes in favour of retaining existing residential uses subject to merits. Officer noted conversion from offices to dwellings aligns as it does not contravene this or other Strategic/Area Plan policies.

Port St Mary Commissioners
No CommentPort St Mary Commissioners recognise that whilst this may not be a planning issue, as with the previous application regarding this property they feel the proposed reinstatement of the front boundary wall is not clearly shown on the plans, and again request clarification of the exact distance the wall is to be from the building.; Additionally, the Commissioners wish to reiterate their concerns regarding the lack of parking provided to serve the four proposed residential units, and feel once again the Town Hall car park is used as a means of satisfying parking provision.; the Commissioners feel a long term lease agreement with them for parking spaces should be agreed prior to any application approval.
Conditions requested: a long term lease agreement with them for parking spaces should be agreed prior to any application approval
