Assessed acceptable as minor variation to approved use with conditions to protect neighbour amenity from noise.
Extended nursery hours with rear yard restrictions
The approved change of use of the ground floor to a nursery may be used only between 0830hrs and 1600hrs Monday to Friday. For clarification, no approval is hereby granted for the use of the premises as a nursery on Saturday or Sunday or outside the times stated above. Those children attending the nursery shall not use the rear yard identified on the Site Plan date stamped 3rd October 2012 before 0930hrs and after 1500hrs Monday to Friday. All other conditions pursuant to 12/00406/C shall remain applicable.

ObjectionWe did not object to the first application but in practise hope you can appreciate our concerns if hours are varied to 08.30-4pm; noise from the children out playing at 9.30am in the morning. This disturbed Susans (Seafront) paying guests; at the rear of our properties is a large entry and with all the tall Victorian buildings etc it is like an echo chamber

ObjectionI did not realise that the children would be, playing games amid Wendy houses and large Plastic trikes on the concrete area outside in the yard; The area outside where the children play echoes, and sound bounces off the walls; to extend the hours where they can arrive & play out earlier, and leave & play out later can only make a bad situation worse
