The proposal involves constructing nine open-sided timber field shelters with metal sheet cladding finished in green, distributed across five fields (230578, 234267, 234455, 234456, and 234252) in Kirk Michael, to house goats on a 40-acre farm.

General Policy 3
Permits development outside zoned areas if essential for agriculture. Officer applied exception for livestock shelters after DEFA confirmed agricultural need sufficient to outweigh general restriction.
Environment Policy 1
Protects countryside from adverse development unless overriding need. Shelters deemed not to harm character/quality as partly screened, low visibility from roads/dwellings, and appropriate to agricultural setting on Class 3/4 land.
Environment Policy 15
Requires agricultural need, siting near building groups where possible, and sympathetic scale/design. Need accepted; siting justified by screening despite distance; scale/form/materials (green cladding) appropriate, no unacceptable residential impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Colour
The nine livestock shelters hereby approved must be a dark green/olive green colour and be retained thereafter. REASON: to minimise the visual impact of the development.
Agricultural use only
The nine livestock shelters hereby approved must be used only for agricultural purposes. If they are no longer used or required for these purposes, they must be removed from the site to the satisfaction of the planning authority. REASON: the site is not designated for development and exception is made relating to the agricultural justification of the proposal. If no such need is apparent, there is no justification for the structures and they should be removed.
no objection
Michael Commissioners raised no objection to the application after initially requesting deferment; a private individual objected on grounds of scale, visual impact, noise, and proximity to houses.
Key concern: construction of a shed has already started before permission has been granted

ObjectionI wish to oppose the above planning application as I think the proposed sheds are too big for their intended purpose and they will look out of place in the fields.; The noise factor is to be considered with the amount of goats when people are asleep at night.; I do not think that sheds this size should be positioned so close to houses such as those in Slieu Curn Park and Mull View as shown on the proposed plans.; How is this possible before permission has been granted?
