Executive Summary
This is a detailed planning application for substitute house types on 5 plots to PA22/01133/B, Ballagarraghyn Farm, Bretney Road, Jurby as a result of our soon to be complete Phase 1 marketing and sales experience. Our initial 18 months of marketing and build out has shown a much higher demand for four bed detached homes than for the 2 bed bungalows. Therefore, five bungalows in our Phase 2 are proposed to be changed to four bedroom homes. These proposals do not affect the overall number of properties being provided, the provision of affordable homes, biodiversity, or the general layout of the previously approved development.
Previously Approved Proposal
PAPA22/01133/B was granted approval for a development of 73no. residential properties with associated access, parking, open space and landscaping, at field 210403 and 210451 with field 210408 used for biodiversity creation, Ballagarraghyn Farm, Bretney Road, Jurby.
Proposed Amendments
The proposed amendments include the following:
a) Plots 57 to 61 - to replace the Bungalows with 4 Bedroom dwellings. The proposed 4 Bedroom house type has a similar footprint to the bungalows, or are smaller if the original bungalow had a garage.
b) Plot 71 to 73 changed so we have a feature house on the road junction.
c) The inclusion of a short section of footway around the open space, which was recommend by the safety audit at detail design stage, to permit safe crossing points from the dwellings.
Phase 1, approved by 21/00278/B, is now nearing completion and is approximately 80% sold.

From the sales within Phase 1, there continues to be much a higher demand for 4 bed homes, and significantly more than we provided in Phase 1 and have proposed.

Whilst the Phase 2 development has commenced on site, there is still an opportunity at this stage to address the higher-than-expected market demand for 4 bed family homes, and lower demand for bungalows, by swapping some of the house types over, as detailed above. This will help the Phase 2 development to be progressed with confidence and should allow the site to be clear of construction activity earlier than would be the case if the properties were to sell more slowly.
The proposed amendments have been limited to elements that which will not impact on the principle of the previous planning approval, the road layout and drainage layout.
