General Policy 2
Sets general development control standards including Residential Design Guidance. Officer assessed proposal against (b) and (c) for design, scale, character; found compliant as modest scale, appropriate materials, not prominent in landscape views.
Housing Policy 16
Governs extensions of non-traditional dwellings in countryside, not generally permitting where increasing public-view impact. Though for ancillary garage (not extension), applied by analogy; proposal accepted as subordinate, shielded, no increased impact.
Housing Policy 15
For extensions/alterations of traditional countryside properties respecting proportion/form/appearance, limited to 50% floorspace increase. Relevant due to site's traditional elements but applied to non-traditional parts via HP16; garage not extension but design assessed as proportional.
General Policy 3
Prohibits development outside zoned areas except specific exceptions (not including dwelling ancillaries). Site non-compliant technically, but officer supported via general ancillary approach and permitted development material weight.

Content with agent's response on earthworks/minerals after initial queries.
DEFA Minerals and Energy initially raised concerns about unpermitted earthworks and potential minerals extraction requiring retrospective consent and licensing, but later confirmed they are content with the agent's response clarifying no off-site material removal.
Key concern: earthworks appear to require retrospective planning consent
DEFA Energy & Minerals Team
Conditional No Objection"the earthworks require retrospective planning consent. Please can you confirm this view."; "if any minerals are to be removed... it is a requirement that you must contact DEFA’s Energy & Minerals Team and obtain consent."; "All minerals existing in their natural condition were vested in The Department of Trade and Industry (now DEFA) under the Minerals Act 1986 (as amended)."
Conditions requested: if revised to include retrospective groundworks, include materials management plan and drawings with spot levels and/or site sections; contact DEFA Energy & Minerals Team to obtain consent for any minerals removal; obtain Mining Permissions using Minerals Application Form
