In accordance with paragraph 10 of the above Order, the person appointed by the Council of Ministers to consider this application has submitted his report.
In accordance with paragraph 10.3(a) and (b), a copy of the appointed persons report is enclosed.
On the 15th November 2012, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to the conditions specified below.

Conditions Of Approval:
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the alterations to the existing lane and coach park as shown in drawings/photographs 1204j-01; 11.505/8/P-01; 11.505/11/P-01; 12.012-10-01/B; 12.012-10-02/B; 12.012-10-03; 12.012-20-01; 12.012-30-01/B; 12.012-30-02/B; 12.012-30-03; 12.012-40-01/A; 2012/05/18/D; 11.505/13; 11.505/14-1; 11.505/14-2; 11.505/14-3; 11.505/14-4; 11.505/15-1; 11.505/15-2; all received by the Planning Department on 7 September 2012.
Note
In their submission, dated 3rd October 2012, the Isle of Man Water and Sewerage Authority requested, in the event that the application be approved, that the following comments (referred to in paragraph 10 of the appointed person's report) be incorporated in the approval notice:
A Critical Rising Main Sewer runs the length of George Lane. The Critical Rising Main Sewer must be fully protected whilst all building works are being carried out. The Applicant must contact the Authority before commencing on site.
