PLANNING STATEMENT November 2024 Former Manx Motor Museum Site, Main Road. Glen Vine, Marown.
Application for the proposed redevelopment for residential use in the form of three dwellings with associated works - for PNJ Properties Ltd The site - Is the site of the former, now demolished Manx Motor Museum which fronts onto the main Peel to Douglas highway in Glen Vine. The site is in the ownership of the applicant as edged red for the site and blue for ownership on the enclosed location plan. The east side of the site abuts Glen Vine Cottages, a terrace of traditional Manx 2 storey cottages and on the west by the 2-storey residence that was the Museum owner’s residence. No.1 and No.2 Kelly Close bungalows are at the rear with the private garage directly backing onto the site. The House to the west (former owners’ residence) is set a little higher than the proposal and whilst it is close to the application site, has its main aspects to the front and rear and so this proposal will have minimal impact on the amenity of that dwelling and the proposed design of the dwellings respect its privacy.
THE ADJOINING AREA - has a mix of building types – some being traditional cottages, as well as more modern bungalows, and the shop of Marown TV to the east and therefore there is no dominant style in the location of the proposal. The scheme proposed is for dormer cottages that will be in keeping with the area in size, style, wall and roof finishes.
THE PROPOSAL - is to construct a terrace of three dwellings within the footprint of the building that was the previous Manx Motor Museum and set on the frontage line of the adjoining terrace of the Glen Vine Cottages.
The dwellings are designed to fulfil the needs that have been expressed to the applicants for compact moderately priced dwellings for either local young persons or as a starter home and to be suitable for retiring people from the area who wish to downsize and remain in the area and within the community that

they have lived in, is also close to the local facilities, bus routes and has access to the local shops and the facilities of Peel, Douglas or wider on the Island by bus.
CONSTRUCTION / ENERGY EFFICIENCY The applicants propose constructing the dwellings with very high levels of insulation to reduce energy consumption in use and thus lower the carbon emissions they produce – attached to the application is literature of the method of construction to be used. ACCESS and PARKING This proposal is located fronting onto the main highway between Douglas and Peel. On-street parking is prohibited on the main highway in this area and is marked with double yellow lines. The access has existed and established over many years with vehicular sight lines established for the construction of the garage building behind the proposed scheme in 2010 and these are shown on the location and site plans. The entrance leads to the inner space which provides for parking and turning for the proposed dwellings. Provision for active travel has made withing the plans, with cycle storage provision for each new dwelling. The Douglas to Peel footpath / cycle track is close by and accessible. Bus travel is regularly available with the site being close to the bus stops on the main road, providing regular services to Crosby and Peel and into Douglas and the main terminal for services to other Island locations. Design / Visual Impact as described within the proposal has the intention to be sympathetic to the adjoining area. The external treatment is to be of white plain rendered wall finish and tile / slate type roof covering material to fit with that of the traditional buildings in the area. SERVICES Mains foul drainage is available to the site, and it has an existing surface water system. Gas, electric and water connections are either on site or available.
TREES A number of self-seeded trees have grown along with rows of overgrown leylandii since the Motor Museum was demolished and these need to be removed for the construction of the proposed dwellings. The owners have liaised with the Forestry Dept. officers and have obtained licence No. 535/24 to remove them. STRATEGIC POLICY The area is predominantly residential, with other uses mixed in, and the site is not in a conservation zone. Documents Enclosed for the application.
