Licence To Carry Out Archaeological Investigations

In accordance with Section 23 of the Manx Museum and National Trust Act 1959 permission is hereby granted to:

Oxford Archaeology to carry out archaeological investigations at Peel Road, Braddan

Attention is drawn to the need to comply with all requirements of the Manx Museum and National Trust Act 1959 as amended.

Particular attention is drawn to:

Section 20: Requiring the reporting of all archaeological finds within fourteen days. In this instance this may be taken to mean within fourteen days of the termination of the archaeological investigations. (NOTE: This does not apply to objects of ‘treasure’ which must be reported promptly as specified under the terms of the Treasure Act 2017).

Section 21: Requiring a licence from the Trust to remove an archaeological object from the Island.

Section 22: Requiring a licence from the Trust to alter an archaeological object or sample.

Special Conditions:

1. The investigations are to be in accordance with a written scheme of investigation prepared by the licensee, dated 16th August 2024. Due consideration may be given to changes in the detail of this specification through discussion with Manx National Heritage (‘MNH’).

1. The work shall consist of an archaeological programme to strip, map and record at Peel Road, Braddan, resulting from the discharge of Condition No. 33 attached to the planning application PA No. 22/00675/B approved by notice dated 10th July 2024.

1. All archaeological objects shall be reported within fourteen days to MNH. In this instance this may be taken to mean within fourteen days of the termination of the archaeological field investigations (required by Section 20 of the above named Act).

1. Any find of human remains shall be reported promptly and as soon as practical to MNH, which will take all subsequent actions appropriate in the notification of discovery of human remains.

1. Any item of treasure (as defined under the terms of the Treasure Act 2017) shall be reported promptly and as soon as practical to MNH, which will take all subsequent actions appropriate to the Treasure procedure defined under the terms of the Treasure Act 2017.

1. Notwithstanding Condition 5 above, all archaeological field staff contracted by the licensee together with any other staff from time to time involved with the project and visiting the site for this purpose are encouraged to waive all rights to artefacts classified as treasure.

1. Representatives of MNH shall be afforded access to the archaeological investigations upon request.

1. This licence does not constitute a licence to remove archaeological objects from the Isle of Man. A separate export licence may be issued, following notice to MNH, under the terms of Section 21 of the above named Act.

1. This licence does not constitute a licence to injure, deface, destroy or alter archaeological objects. A separate licence may be issued, following notice to MNH, under the terms of Section 22 of the above named Act.

1. The field investigations and any subsequent post-excavation analysis are to be carried out under the ultimate direction of a member of the Chartered Institute for Archaeology / Institute of Archaeologists of Ireland, and in accordance with the appropriate standards and codes of conduct, eg, MoRPHE.

1. The field and post-excavation aspects of the project must be undertaken according to appropriate Health & Safety procedures (including risk assessment, PPE, First Aid provision, accident reporting, basic welfare facilities) and relevant employment requirements (including work permits for non Manx Workers).

1. An archive and report of the archaeological investigations shall be deposited with MNH.
