General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects site/surroundings in siting/layout/scale/design, does not adversely affect character, amenity, highway safety, or parking. The officer tested the proposal against criteria (b), (c), (g), (h), (i), finding it compliant due to retained lawned area, no visual harm, and Highway Services' no objection. No tensions noted as site is in 'predominately residential' zoning under Area Plan for the East 2020.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Surface water drainage details
Prior to commencement of any works details shall be submitted in writing to the Department for approval which demonstrate how surface water runoff from the new drive will be prevented from running onto the adjacent public highway and where such water will be drained too and these approved details shall be completed prior to the occupation of the driveway by any vehicle (excluding construction vehicles) and retained thereafter. Reason; In the interests of surface water runoff and highway safety.
No significant negative impact upon highway safety, network functionality and/or parking. A S109 highway agreement will be required for the extended dropped kerb footway.
Recommendation: As no levels are shown the Applicant should demonstrate compliance with the clause above. I.e. do not discharge surface water onto the highway!
