The officer assessed the amended proposal against key considerations of design impact on the building, streetscene, and draft Conservation Area, plus residential amenity.
General Policy 2
Requires development to respect site/surroundings in siting, layout, scale, form, design; not adversely affect townscape character, residential amenity, road safety, or views. Officer found amended roof raise/dormers acceptable as they maintain subservient scale below adjoining ridges, no amenity harm, and positive visual impact on streetscene.
Housing Policy 16
Extension of non-traditional dwellings not permitted if increasing public-view impact. Despite non-traditional existing house, amendments ensured no increased harm; roof remains lower than neighbours, traditional dormer design accepted.
Environment Policy 36
Development outside but close to Conservation Area boundary only if no detrimental effect on views in/out. Site near draft Port Erin CA; officer confirmed no harm to CA character/appearance or public views.
Environment Policy 42
New development in settlements to account for local character/identity. Proposal respects mixed terrace character; dark materials and reduced bulk integrate acceptably.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Materials approval
No development shall commence until a schedule of materials and finishes and samples of the materials to be used (including colours) in the construction of the external surfaces, including walls, dormer finishes and roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and retained as such thereafter. Reason: In the interests of the character and appearance of the site and surrounding area.

The amended [plans] are a significant improvement on the previous design... the form as now proposed is probably acceptable in terms of the impact on the surrounding townscape. Request condition for a sample of the 'smooth cladding board'
