C : Conditions for approval N : Notes attached to conditions NOTE. The submitted documents are deemed sufficient and would be considered satisfactory to meet the following planning condition;
1.0 Description - 1.1 The proposed application 23/00069/B was approved on 10/07/2024 for the retrospective establishing of a new dwelling with new access road subject to 8 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Conditions 3 & 5 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
'C3 - Prior to the commencement of any works to the main access from the A6 and the internal road details of the proposed drainage layout shall be submitted to and approved in writing by the Department.
The dwelling hereby approved shall not be occupied unless the proposed drainage has been provided in accordance with the approved plans.
Once provided all drainage shall thereafter be permanently retained. Reason: In the interests of highway safety.'
'C5 - Prior to the commencement of the landscaping shown on Drawing No 22 1706 08 details of the proposed low level planting and hedging and reinforcement of the landscaping along the eastern boundary shall be submitted to and approved in writing by the Department.
Details of the scheme shall include;
All soft and hard landscaping proposals shall be carried out in accordance with the approved planting scheme and management programme. Any planting which, within a period of 5 years from the completion of the development, in the opinion of the Department is dying, being severely damaged or becoming seriously diseased, shall be replaced by plants of similar size and species to those originally required to be planted. Once provided, all hard landscaping works shall thereafter be permanently retained.
Reason: To ensure the implementation and management of a satisfactory scheme of landscaping which will help to integrate the proposed development into the local landscape in the interests of the visual amenity of the area and enhancement of the eastern boundary in the interests of the privacy of future occupiers and those in neighbouring properties.
2.0 Proposal - 2.1 The applicant's agent has submitted 12 PLOT 1 - PLANNING CONDITIONS DRAWING and 8582 - ARD01 - Rev A - Plot 2 and Former Lancashire Santon - Carriageway Drainage GA drawing. These documents and plans show the proposed drainage for the carriageway and how any storm discharge will flow in the direction of the drains as well as the low level
planting and hedging details along the eastern boundary including information on the species, location and size of planting, fencing and hedging.
3.0 Consultation - 3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition 5. The advice received on 07/05/2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the condition. - 3.2 Highway Drainage was consulted for advice on the satisfaction of condition 3. The advice received on 07/05/2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the condition. - 3.3 Manx Utilities Drainage was consulted for advice on the satisfaction of condition. The advice received on 03/07/2024, after their review of the submitted documents, advised they had no comment to make.
4.0 Recommendation - 4.1 In the instance of the submitted 12 PLOT 1 - PLANNING CONDITIONS DRAWING and 8582 - ARD01 - Rev A - Plot 2 and Former Lancashire Santon - Carriageway Drainage GA drawing and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the following planning conditions of application 23/00069/B;
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
