Supporting Information Statement For Replacement Of Existing Baggage Reclaim Roof At Sea Terminal, Victoria Pier, Douglas. 2023/34/04
Existing Site The application site is the existing Baggage Reclaim and Arrivals Hall within the curtilage of Sea Terminal, Victoria Pier, Douglas.
The structure subject of this application is a single storey, glazed lean-to building with rendered wall to low level and polycarbonate sheeting roof on the northern side of the Sea Terminal building. The structure provides arriving passengers access to the baggage reclaim belt although this space is hardly utilised due to its internal access and low headroom. Most passengers wait in the main throughfare route of the arrivals hall to collect their bags, creating a pinch point and congestion upon the arrival of the boat.
Generally, the main Sea Terminal building façade comprises a concrete framed structure with rendered wall infill panels with regular glazed openings and concrete flat roofs and considerable overhang at the eaves.
Photographs of the existing structure are included on CJ Design drawing numbered 2023/34/02, submitted as part of this planning application.
Planning History Following a search carried out on the Planning Department website it would appear the application site has been subject to several previous planning applications, however none of these are considered relevant to the current proposals.
Current Proposals This application seeks full planning approval for the removal of the existing lean-to polycarbonate roof to the Baggage Reclaim Area, raising of the roof structure to provide useable internal space and replacement with an insulated, fibreglass flat roof structure.
As part of ongoing Custom & Security reviews at the Sea Terminal, the internal layout of the Arrivals Hall is to be re-planned to include a dedicated Customs & Search area that all passengers must pass through upon their arrival. In order to comply with space requirements of the Ports & Customs Authority, the area of the Arrivals Hall needs to be extended and the former Baggage Reclaim Area needs to be incorporated within the usable footprint.
The current lean-to polycarbonate roof structure has a height of 2.35m at the highest point (at the junction with the existing building), decreasing to 1.95m at the lowest point. This restricted height is not suitable to incorporate the new baggage loading and customs search area and therefore these proposals seek to increase the internal head height to provide a 2.4m high ceiling with a service void above to allow electrical and ventilation provision.
By raising the roof level within this structure, approximately 50m2 of usable floor area is created as part of the Customs / Baggage Reclaim Hall. The proposals include for a new flat roof set slightly below the existing main concrete roof level to remain in-keeping with the Sea Terminal building.
