Please find attached a planning application for additional use of Unit D2 at Eden Business Park. The following is provided in support of the application.
AllCare Nursing & Care Agency is a nurse owned and operated nursing and domiciliary care business. Its owners and operators are Registered Nurses Eddie and Tracey Hall. Since 2005, AllCare has offered the Island's residents both nursing and domiciliary care services. These services have extended to offering services to nursing and residential homes, learning disability homes and childcare settings. AllCare is registered and inspected by the Isle of Man's Department of Health & Social Care and currently carries their lowest risk profile which has remained unchanged over the last number of years. This risk rating can be evidenced on the Department of Health & Social Care's website: www.gov.im/media/1363957/allcare-nursing-agency-91118.pdf.
Isle Learn Limited is a company wholly owned by both Eddie & Tracey Hall. Isle Learn Limited specialize in offering care apprenticeships, volunteer care placements and QCF qualifications in both Health & Social Care and Children's Care, learning and Development. Isle Learn became an accredited City & Guilds provider in 2015 and has assisted hundreds of individuals gain access to the correct care qualifications as laid down in the Regulation of Care Act 2013.

Since 2018 our current business has operated from the adjoining unit, D1 Eden Business Park. We were granted permission 17/00304/B - conversion of unit to enable storage and maintenance of medical equipment and creation of office and training facilities.
Since occupying this premises, we have seen an increase in the number of providers and individuals requesting our healthcare training courses, our moving and handling for people courses and access our medical equipment to such a level that the company now requires additional storage and training space. The additional space will not only help our storage area but display medical equipment, namely profiling hospital and community beds, hoisting systems ( ceiling track hoists) and free standing hoisting systems in order for the consumer to have more choice and knowledge of medical equipment.
The additional training rooms are to accomodate the expansion of our current course provision and at the request of healthcare providers seeking specialized training courses. The majority of the courses they are seeking are obtainable only off island. The development of these specialized courses will in turn increase the current knowledge base and standards of care.
The addition of Unit D2 to our existing occupation of D1 will be more than welcome to our business. Indeed the complete downstairs area of approx. 1400 sq feet is in keeping with the approved use of the units- storage, assembly and maintenance workshop for large bulky equipment. But additionally, a) it will provide further ease and access for large delivery vehicles b) Increase in parking spaces for administrative staff, learners and homecare staff c) Additional training room to deliver its bespoke qualifications d) More floor area to stock, maintain and display a larger range of medical equipment e) Ability to install a bespoke ceiling track hoist system for patients to view and operate f) Accommodate our business expansion in our healthcare agency and training company.
The addition of D2 to our business will be of great benefit to the public in general and demonstrates our company's ethos to identify and further address some of the current healthcare deficits on the island and ultimately a business of this unique nature has and will further provide great benefits to the Isle of Man now and in the future.
We sincerely hope that within our application you will identify the need that AllCare has for the additional space and that it in no way changes the initial reasons for finding its home at D1, but rather, the additional space serves the same business and is keeping to the existing planning permission of D1.
