Highway Comments: There is inadequate information in the application to allow the highway issues to be properly assessed. No additional site parking would be provided to serve the proposed 135sqm additional mezzanine floor area to accommodate a further site training facility and storage, maintenance, repair and display of medical equipment. Visitors attending training courses would be likely to cause a significant increase in the site parking demand over and above the existing provision of 5 spaces which is to serve the existing ground floor of Unit D2. It is unclear if the ground floor of Unit D2 forms part of this application, and whether it is (or will be) occupied by the applicant or a separate business. This needs to be confirmed to clarify if the existing parking for D2 would be available to serve the proposed mezzanine floor.
Highway Services opposes the application due to a lack of information and failure to demonstrate that there would be adequate site parking provision within the applicant's control to serve the development.
In order to remove the highway objection, the applicant should consider providing the following information which would be subject to the satisfaction of Highway Services:
- Confirm if the ground floor of Unit D2 is/will be occupied by the applicant or a separate business.
- Confirm the number of additional staff, visitors and trainees that would be generated by the proposed training facility (training use would generate more parking than storage use and will be used to assess the site parking demand as the worst case scenario). It should be noted that Highways may request a planning condition to restrict the number of staff/visitors/trainees to limit the parking demand.
- Provide parking surveys at regular intervals during the proposed site operating hours, including the busiest times, to show there is existing spare parking capacity within the applicant's control to accommodate the additional parking that would be generated by the development.
