Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

1.1 The application site is the residential curtilage of 8 Hatfield Grove, Douglas an existing two storey mid terrace dwelling located to the north of the road. The dwelling has a rear
projecting outlet and a small walled yard which joins with the rear access lane. The rear yard is around 4m x 2m.
PROPOSAL
2.1 Proposed is the installation of a polycarbonate roof covering over the open rear yard. PLANNING HISTORY - 3.1 The application site has been the subject of one previous planning application for the replacement of two windows approved under 17/00152/B. PLANNING POLICY - 4.1 The application site is designated as "Predominantly Residential" under the Douglas Local Plan Order 1998 Map No. 2 (South). The application site is within the Woodbourne Road Conservation Area.
4.2 The Isle of Man Strategic Plan 2016 contains the following policy that is considered specifically material to the assessment of this application; - 4.3 Environmental Policy 35 states: "Within Conservation Areas, the department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

5.1 Douglas Borough Council - no comments have been made as of 03/06/2019
5.2 Highways Services - NHI (16/04/2019) ASSESMENT - 6.1 The proposal seeks to install a polycarbonate lean-to roof over the existing rear yard. The rears of the properties here are less visible from the streetscene and are not considered to form an important part of the Conservation Area. The proposal is to sit within the extents of the existing boundary walls and views will likely be restricted to the upper levels of neighbouring properties only. The installation of the roofing system is likely have a negligible impact on the overall character and appearance of the Conservation Area and therefore considered to be acceptable. CONCLUSION - 7.1 For the above reasons, it is considered that the application be approved.
