Statement in Support of Planning Application

Ballaugh is located at the junction of the A3 and A10 roads, approximately 5 kilometres to the North-East of Kirk Michael. The sewage catchment comprises small housing developments to the north of the A3 and a number of single dwellings. Most of the catchment drains by gravity to the existing Sewage Treatment Works (STW), to the west of the Dollagh hamlet. The catchment is a "combined" catchment and therefore the STW has to cope with the combined surface water and sewage drainage flows. Ballaugh has been designated "a small village" in the Strategic plan for the Isle of Man. It is therefore unlikely to experience significant development.

The current STW

• Is believed to have been constructed in the 1960s
• Does not have any storm water holding facilities and therefore regularly allows untreated flows to outfall into the river
• Fails to achieve the proposed Licence to Discharge standard for this works of 29:60:4 (BOD:SS:NH4).
• Does not provide enough biological treatment to assure compliance with the Ammonia Standard
• Has a final settlement tank which is of inadequate capacity
• Consistently fails to achieve the future requirements

A feasibility report commissioned by Manx Utilities have assessed what sewage treatment works were best suited to the demands of the catchment, and the best location of the future STW. The assessment recommended construction of a new STW on the site of the existing Ballaugh STW with later staged demolition of the existing STW.

Arcadis Consulting have been employed by Manx Utilities to carry out detailed design of the new Ballaugh STW and the making of a Planning Application for the proposed works.

The proposed main elements of the scheme are as follows;

• Two Rotating Biological Contactor Units (RBC) to achieve the new environmental standards.
• Underground pumping station to lift flows to the new RBC units.
• New site roads, drainage, kiosks for electrical controls and ancillary works.
• Accommodation works include a new bridge over the Ballaugh River with a higher soffit level.
• Tree clearance for the new site layout and a new tree planting and landscaping Scheme.
