Officer's Report
The Application Site
The application site comprises the curtilage of the Tesco Superstore on Lake Road in Douglas.
The Proposal
The proposal comprises the installation of illuminated and non-illuminated signage in a variety of different locations around the application site.
Planning History
Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Planning Policy
In terms of land use designation the application site is designated as retail warehousing under the Isle of Man Planning Scheme (Douglas Local Plan) Order 1998.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 6 states:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
(b) are in keeping with and do not detract from the surrounding area; and
(c) are located so as not to cause a highway safety hazard."
Representations
Douglas Borough Council has no objections to the proposal.
The Department of Infrastructure Highways Division do not oppose the application.
Assessment
The proposed signage is relatively standard corporate signage commonly found within Tesco sites. It is of a sufficiently high quality, is appropriately related to the site, does not unduly detract from the surrounding area and should not cause a highway safety hazard. As such, it is
concluded that the proposal satisfactorily accords with General Policy 6 of the Isle of Man Strategic Plan 2007.
Recommendation
It is recommended that advertisement consent be granted.
