Replacement Windows on WNW elevation (road facing)

I (the owner) believe that the existing single glazed timber windows were fitted around the year 2000/1. When I purchased the property in early 2005, the road facing windows were showing early signs of decay (which I was quite surprised by). I decided that these windows should be repainted every two years to try and hold the decay at bay. Unfortunately it has not been possible to achieve this and they now need to be replaced due to wet rot in the cill ends and also in the mullion and muntin joints. This has resulted in mould growth on the inside of the frame. I would like to replace the four road facing windows with double glazed UPVC "Inliten 72 mm " frames of identical size, colour (white) and formation. The ground floor window with have three main panes as existing and subsequently divided by Georgian internal glazing bars with the same existing proportions. It is proposed that this window will have no opening lights for the following reasons:

1. They would open directly onto the pavement causing an obstruction to the pavement.
2. There is too much noise with traffic and passing people to create a quieter environment for my fiancé who has Hyperacusis.
3. There is too much dust created by both the swirling wind and the movement of traffic going past.

We have existing internal secondary (double glazing) which we intend to refit to further improve noise reduction.

It is also proposed that the first floor windows shall all be of the existing sizes and proportions with a top opening light for each (again as existing) and subsequently divided by Georgian internal glazing bars with the same existing proportions. It is my wish and intention to replace the windows in such a way that you would not be able to tell the difference, yet have windows that are quieter and easier to maintain as we both move into older age.
