Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

Officer’s Report THE SITE
1.1 The site is the Marown Millennium Hall which is part of a group of buildings all situated on the western side of Old Church Road, to the south of the A1 in Crosby. The group includes the Bowling Club building and green, the Hall Caine pavilion and associated sports pitches to the south along with a BMX track. To the south runs the Heritage Trail public footpath which follows the former route of the steam railway line from Douglas towards Peel.
2.2 The extension will be finished to match the adjacent structure and following amended plans, will project slightly further (350mm) to the north than does the existing rear elevation. A reduced width set of steps from the bowling green will be provide with a hadnrail and ramped access from the lower area in front of the building. PLANNING POLICY - 3.1 The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Public Open Space. On the draft Area Plan for the East the site is designated as Open Space/Open Space for particular purposes. The proposed use is consistent with that. As such, General Policy 2 provides general advice on the standards to be applied to new development. This requires that development is not unneighbourly and has an acceptable visual impact. PLANNING HISTORY - 4.1 The site has been the subject of a number of applications, none of which are relevant to the current proposal. REPRESENTATIONS - 5.1 Marown Parish Commissioners, the applicant in this case, have no objection (20.06.19). Following the submission of amended plans, the Commissioners indicate on 26th July, 2019 that they have no objection to the application.
5.2 Highway Services have no highway interest in the application (17.05.19). ASSESSMENT - 6.1 The development is modest and will have a negligible visual impact but will significantly improve the facilities available to the public for what is a well used local facility. CONCLUSION - 7.1 The application is in accordance with the relevant policy and is supported. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:
