Environment Policy 1
Protects countryside and ecology outside settlements or designated areas; development not permitted unless overriding national need and no alternative. Officer assessed proposal acceptable in relation to visual impact and character of countryside given unique brownfield airfield context with existing sheds, siting close to larger buildings, and shelter from public views on old runway.
General Policy 3
Presumption against countryside development with exemptions including previously developed land containing significant buildings where redevelopment reduces landscape impact. Site qualified as previously developed (hardstanding with vehicles/containers, adjacent sheds in industrial area); proposal does not increase wider countryside impact and fits established airfield uses.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal if use ceases
The vehicle/storage compound area (including fences/buildings/containers etc) hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used within a 12 month period or required for vehicle/storage purposes associated with the Northern Refuse Authority. Reason: Its subsequent retention would result in an unwarranted intrusion in the countryside/site.
No waste storage
For the avoidance of doubt no waste materials shall be stored or brought onto the site. Reason: The application proposes the vehicle/storage depot and does not proposes the site to be used for the storage of waste and/or processing of waste (an EIA would have been required) and therefore the application has been considered on this basis only.
