1.0 THE SITE 1.1 The site represents the curtilage of Castle Rushen High School which is located on the southern side of Arbory Road oppose the Buchan and alongside the Southern Swimming Pool. The school is a large building encompassing older and modern elements and with a sports hall, tennis courts and playing fields within its curtilage.
2.0 THE PROPOSAL 2.1 The application seeks approval for creation of two windows from existing doorways and installation of replacement windows along the South East elevation of 'C corridor' section. 2.2 The majority of works involve the replacement of existing timber side opening casement windows with uPVC side opening casement windows. The proposal also involves the removal of two doorways and replaced with similar sized and designed windows, as being proposed to be installed along the rest of the south-east elevation.
3.0 PLANNING HISTORY 3.1 There have been many applications; however, none of which are relevant for the determination of this applications.
4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned for "Education" identified on the Castletown Area Plan 2001. It is appropriate to consider Community Policy 5 of the Isle of Man Strategic Plan (20th June 2007) which states:
"Permission will generally be given for proposals to improve or extend existing schools and institutions of higher education and to build new schools, subject to their being sited and designed in accordance with the other policies of this plan, having particular regard to the potential for community use of the buildings and the associated Open Space."
5.0 REPRESENTATIONS 5.1 Castletown Commissioners indicate that they have no objections to the application.

6.1 The proposals are very modest alterations to the existing large building. The proposals are considered appropriate and would have little impact upon the visual amenities of the school building or upon the street scene.
6.2 In terms of potential impacts upon the neighbouring residential amenities, it is considered the proposed works would not result in any significant impact, namely through overlooking, given the proposals would not significantly increase the amount of windows, the distance from the windows to the neighbouring properties (approx 30m +), there is a car park between the windows and the neighbouring properties and the boundary treatment.
7.1 Overall, it is considered the proposal would comply with the Isle Of Man Strategic Plan therefore it is recommended that the application be approved.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to creation of two windows from existing doorways and installation of replacement windows along the South East elevation of 'C corridor' section as proposed in the submitted documents and drawings 1400 94, 1400 94 P01, 1400 93 P02 and 1400 93 P03 all received on 18th May 2012.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
