The officer concluded the proposal complies with General Policy 2 as it respects the site and surroundings without adversely affecting school operations, visual character, highway safety, or community…
General Policy 2
GP2 permits development in accordance with land-use zoning if it respects site/surroundings in siting/layout/scale, does not adversely affect character, amenity, highway safety, traffic flows, or prejudice adjoining land use. The officer assessed the retrospective minibus parking against relevant criteria (b, c, g, h, i, k, m, n), finding compliance as it uses existing car park space without harming school operations, visual amenity (due to landscaping), highways (per consultee), or safety (post-security discussions). Site is zoned 'Braddan Primary School'; no specific policies apply.
Parking restricted to hatched area and max 4 minibuses
The proposed additional use of the site for the parking of minibuses, hereby approved, shall be restricted to within the hatched areas shown on the submitted Site Plan date-stamped and received 26/04/2019. This area shall be restricted to a maximum of 4 minibuses parked on the site at any one time. Reason: To ensure that there is no further loss of parking for the wider use of the site as a school.
no objection to the proposal
Do Not Oppose. Minibuses not maintained, cleaned or refuelled on site; no change to access; sufficient room for 4 minibuses without new highway issues.
Highway Services had no objection to the retrospective parking of up to four minibuses at Braddan School car park. Braddan Parish Commissioners and Isle of Man Constabulary objected due to limited school parking availability and security risks respectively.
Key concern: vulnerability to criminal damage and fuel theft due to inadequate CCTV and lighting
Highway Services Division
No ObjectionThere should be sufficient room on the site to accommodate 4 parked minibuses so the proposal should not create any new highway issues.; Highway Services does not oppose the application.; Recommendation: DNO
Isle of Man Constabulary
ObjectionI object to this application on the grounds stated; Crime Prevention Through Environmental Design. CPTED acknowledges that the design of the built environment can influence crime patterns and trends by either creating, or reducing, opportunities for criminal behaviour and public disorder.
Braddan Parish Commissioners
ObjectionThe Commissioners did however object to the application below (PA18/00815/B)
Isle of Man Constabulary
No ObjectionRisks had been identified for example theft of fuel and general criminal damage and in many cases no CCTV is present at these locations.; they have taken this into their business risk and explained their rational for these vehicles being sighted on these Government owned locations.; other security specification will be explored as the fleet is being replaced to reduce the concerns although this will be over a lengthy period of time although this satisfies my immediate concerns.
