1.0 THE APPLICATION SITE - 1.1 The application site is the residential curtilage of 2 Wesley Terrace, Ballasalla, an existing two storey mid-terrace dwelling located along the main road running through the centre of the village part way between Station Road and Bridge Road roundabouts. On the front elevation the dwelling has three sliding sash windows and a front door. The existing front door is set back slightly from the front elevation with a deep reveal and creating a covered standing area. The door is timber with a solid panel base and glazing to the top third.
2.0 PROPOSAL - 2.1 The application proposes the replacement of the existing front timber door with a new UPVC door finished in dark blue. The door is to have a 4 panel design, the top two being glazed and a glazed arch above.
3.0 PLANNING HISTORY - 3.1 The site has been subject to a number of previous planning applications, most recently PA 19/00357/B for the erection of flat roof extension on first floor above existing kitchen at the rear. This application was refused 29/05/2019.
4.0 PLANNING POLICY - 4.1 The site lies within an area zoned as Mixed Use on Map 4 of the Area Plan for the South

6.0 ASSESSMENT - 6.1 The existing dwelling contributes to the historic building stock which lines both sides of the road and which contributes to the overall heritage of Ballasalla. The character here is perhaps dominated more so by the traditional form and proportions of the terrace fronting directly onto the highway and the arrangement of the front elevation including the sliding sash windows and the deep door reveals. The existing timber door is set behind the reveal and unless looking directly at the property is perhaps not readily visible nor prominent in the streetscene. The site is located within the proposed Conservation Area and although the proposed door is not as appropriate as the existing, its replacement is likely have an overall negligible impact on the wider character of the streetscene and expected to preserve the overall character and appearance of the proposed Conservation Area.
7.0 CONCLUSION - 7.1 The application is considered to meet the test of General Policy 2 and given the negligible impacts on the surrounding area it's considered that the character of the proposed Conservation Area will be preserved in the spirit of EP35.
