NOTE 1. In this instance of the submitted material and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the following planning conditions:
Condition 2 with the understanding the development shall be carried out using the approved natural slates, and shall, thereafter, be permanently retained and maintained.
Condition 7 with the understanding such approved drainage scheme shall be installed prior to the development hereby permitted being first occupied and shall thereafter be retained and maintained at all times.

WPA 08 2023 Discharge Licence __________________________________________________________________________
1.0 Description - 1.1 The proposed application 23/00203/B for the conversion and extension of former mill to a dwelling, creation of access and closing off of existing access, installation of solar panels, reinforcement of bank around existing lake and associated drainage (retrospective) and landscaping was approved on 05/06/2023 subject to 14 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Conditions 2, 7 and 10 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
"C 2. The roof over the Mill Building to be retained as part of the development hereby permitted, shall be clad in natural dark grey roofing slates only, a sample of which shall be submitted to and approved in writing by DEFA. The development shall be carried out using the approved natural slates, and shall, thereafter, be permanently retained and maintained.
Reason: To ensure that a high quality roofing material is used which reflects and preserves the character and historic significance of the Mill structure in the interests of visual amenity."
"C 7. Details of foul and surface water drainage provision, shall be submitted to and approved in writing by the Local Planning Authority. Such approved drainage scheme shall be installed prior to the development hereby permitted being first occupied and shall thereafter be retained and maintained at all times.
Reason: To ensure that the site is adequately drained and does not increase the risk of flooding elsewhere."
"C 10. No works of development shall be undertaken on site until a bat and bird box plan has been submitted to DEFA Planning and approved in writing. Such plans shall include details of at least 2 bat boxes/bricks and at least 2 birds boxes/bricks suitable for swifts on the mill building. Bat boxes should be places high up on the southern elevation and bird boxes on the north elevation, not above windows or doors.
Reason: To provide suitable mitigation against the wide scale loss of habitat through the unauthorised removal of trees from the site."
2.0 Proposal - 2.1 The applicant has now submitted 5mm Canadian Slate, 8mm Canadian slate and a cover email regarding the slates for the satisfaction of condition 2. The applicant advised that Welsh slate is proving very difficult to acquire and proposed Glendyne slate from Canada which has a natural dark grey colour to it. The case officer approved the submitted samples on review. - 2.2 The applicant has submitted within their cover letter information regarding condition 7. The applicant advised that a Klargester (Model BB) for the discharge of foul water on the
3.0 Consultation - 3.1 Environmental Protections Unit were consulted regarding the foul water discharge on condition 7. The environmental protection officer submitted the discharge license on the 17th July 2023 advising they were happy with the foul water discharge method. Discussions with the case officer regarding surface discharge revealed he was happy with the proposals. - 3.2 The Environmental Policy Team were consulted regarding the proposed bird and bat box locations. After comments from the team regarding box designs they were satisfied with the submitted Bat Box Plans and swift box plans.
4.0 Recommendation - 4.1 In this instance of the submitted material and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the following planning conditions:
Condition 2 with the understanding the development shall be carried out using the approved natural slates, and shall, thereafter, be permanently retained and maintained.
